Bill's worst look is definitely fascism. Like this appearance on Info Wars talking to his personal friend, Alex Jones. Billy compared civil rights activists to the KKK. He literally said that people asking to be fully included in society are the same as the people who want to genocide them.

Not a good look, and kind of makes every look he had before that not worth considering

Nope. It's nothing to do with being cold he just likes the look. Indeed, my brother in law works as key grip on a show WPC has appeared on and there was a requirement to setup some elaborate air conditioning / cooling system to make sure WPC didn't overheat. My brother in law did get to chat with WPC a bit and asked "why not wear less?" and WPC said "why not ask the clouds to rain less".
