It's not uncommon for others to refer to former presidents as President xxx. Not for them to call themselves President

I don't know about elsewhere but in the US it is customary for a person to retain the title of the highest office they have achieved, so like Obama's honorary is technically still President.

Like Reprise said it's not usual for someone out of office to refer to themselves by the title.
