Kinda funny how this is exactly what I said is going on and I was told that's not how it works by another member on here.
Universal would rather use the limited resources due to the vinyl demand to press new artists they know will sell rather than reissue a multi-record boxset for a failed older album from 20+ years ago. They're in no rush to put this thing out. And, honestly, is anyone really that surprised?
