Soma Vieuphoria Guitar Effects

It seems like a good amount of people here play guitar so I have a question. Does anyone know how to perform/which effects to use to do what Billy did on the second verse of Soma as it was performed on Vieuphoria?

don't listen to them. space craft are useless if you want cool sounding effects.

verse 2 of soma is delay before phaser - so each repeat gets hit by a different point in the phase cycle.

SD tour effects:

Billy: Eventide H3000/SX and Digitech 55 (Got a 55 and i love it. It's really good for basic effects or 5 part harmonies.)
James: Digitech Valve FX (I've had one of these. The company recalled them. Don't buy one.)
