fair enough, I'll update it. The idea is that presidents enact legislation to deal with some kind of "emergency" problem but after the emergency is gone, the legislation begins to be applied to it's fullest extent in ways which it was never intended.

Ah, okay, so it was an analogy. Roger that. It's really easy to see how the PATRIOT Act could be used to infringe on privacy rights, outside of terrorism issues.

I would just add that sentence above for clarification. The connection made sense to me and I'm mildly retarded.

And you're right, this happens all the time. I believe the Wiretapping Laws are the same way.

I would even argue that pretty much any law made for "wartime" or "emergency" conditions. But then again that steps on a lot of very controversal programs still around now.
