You seldom use them outside, but if you are quoting someone, and they did not specifically ask a question but the statement you are writing does, you put it after their quote.

the simple rule is...if the person implied that piece of punctuation in their speech, it goes INSIDE the quotation marks

e.g. "fuck off, you bastard!"

Just because it actually makes sense doesn't mean it's a rule. It would be gramatically correct to put the period inside the quotes in your example. English can be stupid, but that's the rule.
