it's not that simple.

They hold their local elections at a different time of year than the larger state or federal elections. And the elections are on weekdays. As with any other municipality in the country that votes that way, turnout is always low with lower income residents and younger voters, but much higher with older conservative whites.

If Ferguson moved their local elections to a weekend, or to the first Tuesday in November they'd probably begin to see big changes in voter turnout.
