Congress has to vote them into statehood. Also, only 53% of the vote was to change the status of their relations with the US. OF THAT 63% prefer statehood over the other two options. Obama has said he would move this forward if there was a clear majority. Who knows, 53% is kinda close. It would shift the US voting tendencies to the left.
