So my desktop PC's IP has been banned

that's kind of illogical, since the server only sees the ip of the modem, which is the same wether you use your desktop or your laptop...
or you use another wifi by accident.

try http://www.whatismyip.com/ with both pcs they should show the same...

I think there's one IP in my ISP's IP pool that is banned, because it keeps getting dynamically assigned to me (so if i restart the modem it's usually fine).
