Maybe it's because dogs are well known to be goofy and rambunctious, but cats are expected to be aloof and "serious"/dignified?

Also, why are sandwiches so often mentioned in joke setups? Why not hamburgers? Field green salads?

Things that meow are generally funnier and more well received than things that don't. The poor sentences [can haz, i eatd, etc] sound cuter in a high pitched mew than pretty much any other animal sound I can think of. Also, cats make the craziest faces, which compliment the ridiculous sayings. Last and probably most significant is the mere exposure effect; many people own cats so these pictures are easy to produce.
