because when that is what americans come to countries like that for it sends a message about our values and why we travel to these people's homelands. also don't get me started on the whole english teaching thing, ie imposing our (fucked up/ass-backwards) culture and way of life on our neo-colonial territories.

Probably not their decision so much as their only option. By eliminating the option, you kind of make things a little better for society, don't you? I mean diseases aside, it kind of changes society's perspective on ladies imo. Could be dangerous.
