The battle system was pretty live, not really "menus and meters"-based. I'd say if you consider Devil May Cry an RPG then you can call GTA (specifically in, as Trots mentioned, 3, which is the most RPG-like of the bunch) an RPG. However I'd say Devil May Cry is an action adventure game, like how Zelda's an adventure game. If you know that the genre of action adventure exists then you'll call it an action adventure game over an RPG.
