How is San Andreas an RPG and not a simulator? And what is the difference between San Andreas and Vice City? Gameplay-wise I mean.

edit: and if you mean the little gym mini-games and stuff, I don't think that makes a big difference.
edit again: in fact, that makes it more of a simulator.

san andreas has RPG elements like buying new clothes, lifting weights to be stronger, etc. Stuff like that makes it an RPG. I don't think vice city had any of that kinda stuff in it.
