Um, it's past 9 o'clock so you get free minutes on your cell phone. So you call their cell on your cell but they don't pick up. So you pick up your house phone at the same time and call their house phone and when they pick up you tell them to pick up the phone. Their cell phone. Because you get free minutes.

yeah something like this.

or you are in the same room as someone, you 'call' them [over] and tell them to pick up the phone, but they pick up the receiver, when you mean pick up the entire phone see, thats fits the riddle and is as equally as good as the real answer if there is one.

Oh, also consider that just because they 'picked up the phone' doesn't man they have answered it, especially if its cordless or cellular, but now I'm just splitting hairs.

someone calls you and says pick up the phone when you are on the phone, there could be another person calling you while you are on the phone so you'd need to pick up the phone when you're already on the phone.
