The fall, because cool nights and warm days (and soil, warmed from the entire summer) is best for their roots and shoots. Prepare your lawn in the late summer. As in, take up the parts you don't want (either with weeds/crabgrass/compacted soil) and amend the parts of the lawn where nothing is growing with some high quality top soil. Not timberline from Home Depot. Splurge on good stuff. If you don't do that then at least remove thatch (dead grasses) by raking and maybe spreading a thin layer of good soil over the whole lawn. You can also rent an aerator, which will put tiny holes in your soil. This to improve the permeability of the soil. Just imagine that you have a nice substrate to put down roots in. Think like the grass

Also if you need help on which grasses to grow then call your county's agricultural extension. I am serious they will help you

You'd need to order it online but I reccomend some clover too. It won't give up on you
