as I understand it, enormous amounts of IP's are banned to make sure certain users don't come back too easily
I remember seeing my IP was banned when I was somewhere on a trip in America |

needless to say, our trip came to an early halt as I discovered that my IP was banned in whatever location that was and I booked the earliest plane tickets back.
