Some people are just "touchy." I never touch others, even in platonic affection, unless they do it to me first... but a touch on the shoulder is definitely not automatically some kind of sexual thing, feigned or not. IMO shoulders/upper arms are probably the LEAST suggestive place to touch someone.

I did misinterpret behavior from a woman once who was doing this to me, but she was REALLY touching me, like putting her hand on my back/shoulder and holding it there as we were having a really intense discussion about something, who knows. Turned out she had a boyfriend. I still think it was weird, but eh people have different boundaries for when touch is ok
