This shutdown phenomenon is hard to understand for me. They can't seem to get to an agreement on a certain thing that the president wants, 'so' the government partially stops working and lots of people are affected by it. I don't get why a leads to b. Is it a pressure thing that a president can use or is it just something american that eurotrash like myself can't understand?

It sounds to me a bit like two parents arguing about what couch they should buy and as long as they disagree, they're not gonna feed the kids

spending bills have to be passed and if the president isn't for it, Republicans won't support it because it looks bad politically

indeed Trump is holding the government hostage because he can't get this one thing he wants because he is babby

you kinda get the high ground during these shut downs when you're the party of genuinely not giving a fuck if the gov carries out its functions

the police should be put on mandatory holiday

a gov't shutdown is not a normal tool to use to get the policy you want. it usually happens when the two parties just reach an impasse over something budgetary that prevents a funding bill from passing, which can happen from either the House and Senate not being able to agree on a budget to send to the Pres, or the Pres not liking the funding bill the two houses of Congress have approved.

Shutdowns usually end relatively quickly because no one wants to shoulder the blame of having shut down the government (e.g. the Republicans shut down the government under Obama in 2013, but they flinched after 6 days and capitulated to him). However in this case, Trump has chosen to cause a shutdown in order to achieve a specific policy goal through pressure. That's not normal. And this is also now the longest shutdown in history.

I think under most other democratic governments, the executive administration would dissolve and an election would be called if a budget wasn't passed, right?

To be fair to Trump, it'd be awfully unpleasant to head into a second presidential campaign without having delivered on any of the promises made during the last one.
