tbh I think most likely Billy isn't familiar with the connotation. I know he's an awful dude, but I don't think he would purposely put Nazi symbolism on merch. He's kind of a dumb, poorly-educated guy. I think that it's supposed to be a reference to 1988, like someone else said.
