Mechanicals are a just type of royalty. Whoever owns the publishing (usually split between the songwriter and the publishing company) gets paid mechanical royalties, which are separate from artist royalties. Back in the old days (and sometimes today) songwriters would get duped into "selling their publishing" for a small advance and regret it bitterly for the rest of their lives.
Record companies decided that they would only pay 90 percent of royalties due to "breakage," a concept which dates form days when records were made of shellac and frequently broke. A 10 percent breakage deduction is still included in record contracts today, even though actual "breakage" is pretty rare these days.
