In my opinion, Billy thought he wrote a great album with Monuments, where each song resembled one of the first 5 albums. He couldn't believe he got 3-star reviews for it.

In his mind he was like "you see, I gave them what they wanted, still they didn't like... it's not that the music is bad, but it won't work if I don't have the original members with me". He brings back Jimmy and James and thinks he will get better reviews for the same crap he's been writing for the last 10 years. Why can't they take risks anymore?

Billy's lost his muse. I think that happened when Adore came out, it was his most personal album and when the fans didn't like it that hurt him so fucking bad! Some people are only able to create good art from bad experiences. A few great poets of the Romanticism Movement even used to sabotage themselves so they would still have something to write about.
