Well there's a difference between being biased against Republicans and possibly being biased for a particular candidate. For example I wouldn't have mentioned it had Hillary won the nomination.

I think that the wording in the bill is a little vague considering what I quoted, but i don't believe the intent was to teach sex-ed to kindergarteners, even if that was one of the grades mentioned and one of the courses mentioned. Especially in context of the entire bill, which I read, it would be a false assertion by the McCain campaign by taking a small statement out of context of the entire bill.
