will it drastically go up when our generation becomes the people that are running for congress?

let me elaborate: in class she basically said that you know, women are severely underrepresented (13%) in congress and she just basically siad it's ac ombination of cultural and institutional -- but i was wondering, like most of the people in congress are what, 50-60? so these people went to school in the 70s when womens till don't really go to college except to meet a man. you know. and i doubt there were many women who went on to law school and most congressmen are lawyers. and it got me thinking like, maybe we're just not giving the system enough time. like maybe when we actually have a huge proportion of women with higher education then more women will run for office and therefore be elected that's all.
