Stray cats? Drown 'em, sez state official By JOE MAHONEY DAILY NEWS ALBANY BUREAU CHIEF Animal rights activists bared their claws yesterday at a state wildlife official who proposed drowning stray cats as a way of getting rid of unwanted animals. Biologist Doug Little suggested holding the furry animals' heads under water for several minutes in a telephone call that was secretly taped by the radical group People for the Ethical Treatment of Animals. "I would leave them in there for five minutes, just to be sure," Little told the caller posing as a concerned New Yorker. "I would hate to pull it out and then have to put it back in." Little added, "it shouldn't be more than a couple of minutes" to dispatch unwanted felines to that big litter box in the sky. Little, who works at the Department of Environmental Conservation office in Stony Brook, L.I., admitted offering the drowning advice in the taped call Oct. 2. "You can trap and destroy them if they are not somebody's pet," he said yesterday. But cat lovers branded drowning as cruel and inhumane punishment, especially when the victim could be a neighbor's innocent pet. "There are other ways to euthanize an animal," said Stephanie Boyles, a PETA biologist. PETA is using the recording in a campaign to persuade the state to abandon what the group says is an "inhumane" approach to nuisance animals. The group has courted controversy in the past by throwing paint at women in fur coats, threatening to disrupt sport-fishing tournaments to save fish and posting ads linking milk with cancer. PETA says the drowning advice flies in the face of Buster's Law, a state anti-cruelty statute named for a tortured tabby cat in upstate Schenectady. But the departments touts drowning as a humane way of dealing with problem animals, although cats are not listed among the nuisance species. Mark Lowery, a department spokesman, said his office gets dozens of calls on how to remove animals such as opossums, skunks and wild cats. "Whether something is humane or not is a judgment call," he said. "Many homeowners are not prepared to destroy the animal in any other way" because they don't own guns. But an Albany-based spokesman for the department, Pete Constantakes, insisted the agency has no advice to give on unwanted cats. "We're not advocating the drowning of cats," he said. "They're not classified by us as wild animals." |

Jesus, why can't they just put them to sleep like everyone else? If they're wild, then shoot them with a tranquilizer, then transport them back to the animal shelter and put them to sleep?! Stupid people. ![]() I hope that's a joke or something. |

There was a similar problem at my college in the 1980s with feral cats, however, it most likely wasn't at quite the scale as with a city. The cats were going to be killed, and that's when Campus Action for Animals was formed. Instead of having them killed, the cats were captured, fixed, and released. This is a COMPLETELY cruelty-free way of dealing with large numbers of animals, and we all know that the pet population is gigantic to begin with as thousands upon thousands are killed every week. As far as the people-power required to do that, PETA and various humane societies would be happy to take up the duty. I'm glad this was caught on tape so that he could be shown a better way of dealing with living things.
