Default Why is leaning not allowed in a filibuster?

Is it just so one couldn't sit forever?

what other rules are there?

i wonder how many people think the filibuster is in the constitution. it's a part of the Senate rules. It could be ended at any time by the majority. it's barely 100 years old.

The filibuster is almost as old as the US. IIRC the Jefferson administration pushed for the Senate to do away with the ability to end a debate and bring it to vote immediately, and this is why filibuster is a thing in the first place, but it was kind of an obscure, dimly-imagined contingency that happened very rarely until the post-war civil rights era, when it became a widely known political tactic. It did not become standard operating procedure until Obama took office though.

Woodrow Wilson is who we can thank for cloture. He pushed for a change in Senate rules to work around the anti-war effort.

Yes, but there's no rule that prevents someone from filibustering a change of Senate rules.

although I think you need a 3/5 majority to end debate on rule changes anyway which actually is only a difference of a 60% majority and a 66% majority.
