no beans if there is meat.

beans if there is no meat (as in "vegetarian" or 5+ bean chili), which calls for a bit more heat.

it can be good either way, but I was raised on just meat. my mom always says beans in chili is a northern thing

a better question is should chili be spicy? for me this isn't even a question... why would anyone bother eating mild chili? it seems a lot of people think chili just means beans and meat sauce though.

I think you are having some problems with the fact/value dichotomy

I thought beans were a requisite of chili, like mac and cheese contains cheese by definition

look I have nothing against beans in chili, like I said it can be good either way. but to suggest that chili is incomplete without beans is a position of ignorance. clearly you have just not been exposed to the alternative

I dream of a future where I can eat my beanless southern style chili at the same table as some obnoxious, loud guy in a red sox hat eating a bowl full of bean nonsense and we will tolerate each other god damnit
