It seems to me that racism is one of those problems that is only going to be fixed through education, and that over a period of decades. I'm not suggesting that something like the VRA (as I understand it from what Eulogy has said) shouldn't exist, as institutional racism cannot be dealt with without changing institutions, but the underlying racism in the culture needs to be dealt with also. You can almost, perhaps sloppily, compare this to the immigration debate right now. Conservatives (especially Rand Paul) are claiming that 'the border has to be secure first' but really a 'secure border' as they define it is, if anything, only going to make the problem worse while simultaneously leaving the bigger economic and social issues underneath the immigration 'problems' unaddressed. Is building more fences, walls and militarising the border a sustainable solution? I doubt it. Likewise, if racist attitudes aren't being addressed through education, I don't see how we don't still have the need for the VRA in 100 years, and that is just terrible. |

Mandating fair and legal voting procedures and districts IS changing the the "institutions"
For that matter many kids today who've grown up in desegregated schools are not nearly as racist as their parents or grandparents. So what's your point exactly? Don't pass laws to fix injustice because racism? The VRA did more than just about any other law has to correct institutionalized racism. |
