Basically, the forum clock was 12 hours ahead - so when the clock was set right, some of the older posts ended up with a posted time which is actually in the future. And when you go to post a new reply, the server checks to make sure your last post was at least 15 seconds earlier - but mine wasn't, my last post is a few hours later, if you get me. So until the time on my last post is at least 15 seconds earlier than the actual server time, I can't post. If that makes sense

Yes, that's precisely what happened. To see when you can post again, look at your last post under your profile, and compare that with current server time. 15 seconds after they match, you're back in.
