There has been talk of just sort of "isolating" the capitol and then forming a new government. I am not sure where to go on this one, but the prosepcts should warrant some debate.

not exactly. if they attempt to get some sort of government going prior to having complete control, it could help with trying to stabilize the country...and possibly shine a light to some of those still in opposition and resistance of the whole situation.
i think both sides have a strong arguement here. |

Yes, of course they should. They need a government to bring some stability and normalcy to the country, and it should be ready to go as soon as possible - they'll need to do a lot of work, and lives could depend on it getting off the ground as soon as possible. But even aside from the practical necessity of it, forming a government will be a symbolic gesture to the Iraqis, like an expression of intent. It would help diplomatically, and hopefully make the war easier (and therefore shorter and less devestating). I say go for it. We'll see though
