Default Sudoku question- help!

Okay I'm doing a computer science project, so I need help on this quick, please! Anyways, perhaps I'm missing something, but what's the point of having to have every 3 x 3 box contain the numbers 1-9? If every row and column has the numbers 1-9 in it, shouldn't the puzzle always be correct? What I'm trying to ask is whether I'm missing something about the nature of the puzzle or whether the 3 x 3 rule is simply there to give the player some place to start, as it would be really hard to do a 9 x 9 grid all at once.

i think the 3x3 grid is only there to help along the process of elimination

it wouldn't necessarily be harder, but without that constraint you have far more possible permutations of the grid, which means you have to start with far more givens to ensure a unique solution, which leaves far less to fill in, which makes for a far more boring game. more boring than sudoku, man, you would fucking die.

although i'm no mathematician.
