one thing people do look at is the Lost Animals ads in the paper...if there's a 100% spike in reports (as an example), it causes researchers to look further.

A light earthquake occurred at 10:00:08 AM (PDT) on Friday, October 20, 2006. The magnitude 4.4 event occurred 7 km (4 miles) WNW of Cobb, CA.
The hypocentral depth is 4 km ( 3 miles).

i felt one in oakland this summer. i think it was about a 4.0 centered 100 miles or so away.
