Her dad lives on his farm and has many, many stray cats. He feeds them all because he's too kind-hearted not to. He's also too kind hearted to eliminate them all, most of which are sick, feral, deformed, or at least flea-ridden. A few months ago his son visited to drown them all, but there were still some that they were unable to find, and they bred their population back up again.
There are some that are reasonably healthy now that are raising their kittens with care, but the situation hasn't improved much.
