A wood fire doesn't burn hot enough to melt steel either, but for centuries blacksmiths did just that by pumping in air with a bellows. The steel doesn't have to "melt" for a building to fall, anyway. It just has to soften. Joints weaken, bolts snap from expansion of the joints, and beams buckle.
