Here's my answer to the other lines:

To calm the rising fight
To build you a new life
It's all about calming the rising fight. So, the "fight, fight" chant in "United States" is meant to simulate a fight for us. When we listen to the song and scream "Revolution, fight", it's like therapy. We sing those lyrics, we get out our frustration, and as a result we never fight the system in real life. This all works to achieve Billy's stated mission of "To calm the rising fight."
