Luke is distraught. Literally an angry old man hiding in a cave. Everything he's tried to do in his life has failed. Almost everyone he cares about are dead. His best pupil, his nephew turned into a genocidal maniac. He was supposed to fix everything.
So Rey shows up and wants training and he says "go away!" and then gives her that line about it being time for the Jedi to end.
