What's meant by Gothic Rock usually is dark post-punk which is what Joy Division is and The Cure were at first for the most part

The full on Goth Fashion came after Joy Division though I guess

It happens a lot ,but not always, that the bands that play up the fashion aspect suck and are not even playing post punk
