Earlier, a former page described e-mails he received from the lawmaker as "sick." Foley apparently sent the e-mails in August 2005, when the male page was 16 years old, an ethics watchdog group said."

Foley was one of the foremost critics in the House of child pornography. Foley was chairman of the House Caucus on Missing and Exploited Children. He introduced a bill in 2002 to outlaw websites featuring sexually suggestive images of preteen children, saying that "these websites are nothing more than a fix for pedophiles."[7]
