The desolation/hesitation thing (and the multiple equally valid interpretations thereof) really underscores how bill's writing used to be so generous. Meaning one could absorb it and apply it to one's circumstances and feel "spoken to" or "understood." It's really a genius effect. There's been some flashes of this in latter-day bill's writing, but it seems to have been largely abandoned for specific non-sequiturs ("we are we are so young") or empty pop refrains ("ew girl ew").
