There's different capacity sizes for hockey arena. 15000 is the MAX size with the stage at the FAR end. when they played for OACH it was much NOT full capacity.
I'm pretty sure it was set up with the stage at the blue line as
Theatre - 5,000-9,000 seats. it can go as low as Hemicycle - 2,000-3,500 seats... It 100% depends where they put the stage. They can change ticket availability as demand changes and make the "arena" smaller as tickets don't get sold.
