I'm thinking this is is a very likely scenario, but I don't know why they hell they'd relocate to LA apart from having James present though. Makes way more sense for them to come to him rather than having him relocate to Chicago between APC tour legs.
Maybe Bill just doesn't want to announce anything yet until all everything's ready, including the album, and all four of them are in the same room. He's got a bad history of announcing announcements after all.
