Yes, Paramore was a teen band to begin with. I think the first record came out when Hayley was 17 or so. She still looks it. Basically, I think Warner/Atlantic wanted a girl pop/emo band to capitalize on that market. They released it through Fueled by Ramen and obfuscated the fact that they were, in fact, signed by Atlantic itself to give them "cred" to people who think they give a shit about that stuff, but don't know any better.
This is not uncommon. Gish was released under Caroline Records to obfuscate the fact that they were a major label band and give them "indie cred." I'm not sure why this would work for anyone but really uninformed consumers, since it's not a secret that FBR is connected to Warner/Atlantic and Caroline was owned by Virgin.
