Or, it could be the board software. Or the version of PHP. Or the SQL database could be totally hosed. Or perhaps gremlins are pissing in the machine. You really don't know.

Why don't you just say "we need a black server case instead of a beige one." IDE has come a long way, and you show your ignorance of that fact by not specifying what kinds of drives you would recommend. There are numerous classifications of IDE. Along with the ability to make IDE RAIDs (redundant and dependable, but no speed increase) IDEs are much faster than ever before, with ATA 133, 8 MB buffering, 7200 RPM, etc. Your newer IDE drives, properly implemented, will blow away a SCSI drive of a couple of years ago.
You really should know what you're talking about for playing buzzword bingo on the board.
