but to put it simple terms

the server isn't strong enough to take care of all the people that are on it.

it needs more CPU power and possibly more RAM. i think we don't currently have a dual xeon machine for this board. but with the ammount of people who are on it we might need it, along with possibly more bandwidth. I have been getting 404 errors (this page can not be displayed) recently.

also i think we have IDE HD instead of scsi.

IDE has come a long way, and you show your ignorance of that fact by not specifying what kinds of drives you would recommend. There are numerous classifications of IDE.
