I am of the opinion that he isn't really in power any more, just a figurehead. At first it looked as if he was going to be more open to letting cultural barriers down then about 5-8 months ago all that changed and they went back to their crazy brinkmanship. I'm guessing someone in the military leadership led a "silent coup" and took over the actual role of leading the government and lil' kim has to tow the line or be executed.
