It doesn't look like it makes a whole lot of sense but the reason is so that people won't commit others that don't need it in their own self interest or what have you

Well, crackhead girlfriend shouldn't be able to commit crackhead boyfriend but I somehow don't think there's too much of a problem with parents or educational institutions having the right.
