It's not silly at all! In fact, it happens all the time.
Here is the official dictionary definition of a virgin:
vir·gin (n.) - A person who has not experienced sexual intercourse.
That seems pretty clear cut. Now here are the two official dictionary definitions of sexual intercourse:
sexual intercourse (n.) - the act of sexual procreation between a man and a woman; the man's penis is inserted into the woman's vagina and excited until orgasm and ejaculation occur
sexual intercourse (n.) - sexual union between humans involving genital contact other than vaginal penetration by the penis.
The second definition was included I think to appease gay and lesbian couples. So, the official official definition of a virgin is this:
A person who has not experienced the act of sexual procreation between a man and a woman where the man's penis is inserted into the woman's vagina and excited until orgasm and ejaculation occur, or the sexual union between humans involving genital contact other than vaginal penetration by the penis.
So a virgin couple could finger and lick each other to orgasm as many times as they wanted, but unless there was some kind of genital contact, regardless of whether there was penetration, then they would both still be considered virgins!
