My understanding of it is this... The FBI and CIA are seperate and distinct entities (as in seperate from the branches of government)...thus, it would not be appropriate for the Department of Homeland Security to have authority over them. And I'm not sure that it is a brilliant idea to have the FBI and CIA "looked over" and "regulated" by the Executive branch. The purpose of the creation of a Department of Homeland Security is to get all the different agencies talking and coordinating...so the Coast Guard knows what the Border Patrol is doing, so there is more commonality among those agencies (as in common goal and whatever). The Department of Homeland Security doesn't really have a lot to with accountability. The accountability issues will primarily be taken care of through the internal changes within the FBI and CIA. The basic goal of the Department of Homeland Security (realistically and in reality) is some more sharing of information and greater all around coordination between all agencies and organizations. (Additionally, one of the jobs of the FBI and CIA is intelligence gathering, other organizations such as the Border Patrol, aren't exactly involved in that sort of stuff.)

A) There are certain foods canada can not produce simply because of their climate and farmer population. We gonna buy organes from Canada?

B) There are certian livestock Canada cannot accompany due to climate and population. Canada doesn't have the numbers to produce beef demands of the US nor sanitary standards.

C) Canada allows farmers to use pesticides that the FDA views unacceptable for our farmers to use. These pesticides are cheaper. Canada can produce grain slightly cheaper than us so we mark up canadian grain to equal ours. Canadian farmers don't want that so they can make more $$$... that is the definition of selfish capitalistic ventures.

America can feed itself.... what problem do you see with this? We don't absolutely need any country and I guess this is bad? We can make food with american money, employ americans to produce it, and market it with american buyers.... why do we need to cut anyone in on this?

Keep in mind that many of the U.S. "agri-food" companies also operate in Canada. Keep in mind as well that Canada doesn't have a lot of successfully farmable land. They are just realizing now that they overreached their bounds in the prarie provinces and tried to farm land that is too far north to support even a successful wheat crop.

I don't think the U.S. abuses its position non-stop. Or that the U.S. pretends that anything isn't happening. What you seem to be desiring is a Utopia...which is just not possible. And if the U.S. were to constantly strive for a Utopia, it would find itself pushed around and in the gutter...it would definitely not be the most powerful nation. And the U.S. does do many many many many things to help out other nations. However, there is not an endless supply of money (despite what the Republicans might think) and there are many many many many changes that need to take place inside the U.S. The U.S. goverment needs to think of its needs and its citizens first. The U.S. cannot worry and attempt to save every citizen of every country...it's just not possible...it would be great if it were, but it's just not. The U.S. does what it can, when it can, where it can. And yes, those whats, whens, and wheres are often self serving. This is not a Utopia, the U.S. does not have an endless supply of resources, so the U.S. can't really go around helping countries when it is not of at least some little benefit to the U.S. Additionally, I don't think the American public is as ignorant as some people think (but, of course, I've spent most of my time in NYC and DC surrounded by graduate students and people working in politics). And the Founding Fathers knew and anticipated the ignorance of the American public. That's why they set up the government the way they did.
