the man with the hat is Jaz Coleman. He lives in Prague now and he works a lot with one local band. He mainly writes arrangements for orchestra to simple traditional folk songs. It sounds quite cool, however they sing in Czech and unless you know the local culture, you may find it boring. So I guess yeah you better listen to his earlier stuff.
