I'd assume the record company, since they own the rights to the recorded material. Basically they give the band an advance, and say 'go record an album with this money'. Because it's their money, they own the rights to the finished product. (Then of course the band pay back the advance through royalties, but the label still keep the recording rights.)

Howie Weinberg probably has the original master tape in his storage somewhere (he did the mastering yeah?) - Virgin will possibly have a copy on DAT/CD I'd guess

I BELIEVE he didn't take the tapes, but he returned them to Virgin...

It would only make sense for Virgin to have it.

Virgin has all the masters to all the albums.

Rights to the mastertapes are often terms in a major artist's contract renewal or even switching labels. It is, in theory, possible that Corgan gave up something in the Reprise deal in exchange for them buying the masters. I don't think it's likely that it happened, but it isn't uncommon among the big names.
