I'm talking about that thing attached to the lanyard of that guy in the foreground to the far right of the picture. That placard looks like it says "REM". Plus it has the white field on the bottom where they usually write who/what it's for.

It looks the picture is from a martial arts fighting event in the states.
An asian guy right next to pugghead's friend is Nobuhiko Takada, one of the most famous wrestlers in Japan.
