Does it mean

a) it is suggested the article should have < 10 pages (so if it is 12 pages, they will not be happy, but still they might roll with it)

or

b) is it more strict, i.e. no more than 10 pages is a rule?

who has troubles writing a short paper? I always struggled to put enough filler in to hit however many pages was the minimum!

I always changed the margins by 0.1" ... not enough to catch but enough to make a difference. fortunately i am long done with school

Double space never works. 15 years ago I had professors that were already onto the increasing the font size technique.

I would always write very short papers and just hand them in, most professors liked my style even though I ignored instructions. I hate filler and refused to add a bunch of crap to make my paper longer.

yeah in my experience professors would much rather read a good short paper than a shitty one with filler. they can always spot filler anyway, what's the point?
